Portland tree pruning

Do I need a permit to prune a tree in Portland?

For most ordinary private trees, Portland does not require a pruning permit. Street trees and Heritage Trees do require a permit, and native private trees in c, p, or v overlay zones have a separate permit rule.

Private-yard pruning

Portland’s private-tree pruning guidance says permits are generally not required for private property trees unless the tree is native and the property is in a c, p, or v overlay zone. If both conditions apply, Urban Forestry requires a private pruning permit and a certified-arborist pruning plan.

There are narrow exceptions in those regulated areas, including pruning to abate an immediate hazard, pruning within 10 feet of a building, and limited trail maintenance. Proper pruning standards still apply, and topping is not permitted.

Street trees need a different path

A tree in the City right-of-way—often the planting strip between sidewalk and curb—needs a pruning permit. Portland lists a limited exception for branches less than one-half inch in diameter at their attachment to the stem.

Some non-Heritage street-tree work can qualify for a self-issued permit, including specific small-branch, young-tree, crown-cleaning, and clearance work. Other work needs Urban Forestry review and an inspection. Do not use a general “one-third” rule as a permit answer: the City evaluates the location, the intended work, branch size, and its pruning standards.

Next steps

  1. Confirm whether the tree is private, in the right-of-way, or a Heritage Tree.
  2. For private trees, verify whether the tree is native and the property has a c, p, or v overlay.
  3. Describe the exact pruning work before choosing a City permit route or scheduling an arborist.
